Iran’s Quds Force and al-Qaeda
In May 2011, Kronos, a U.S. strategic advisory firm, published a report to the Congressional Anti-Terrorism Caucus exposing the connection between al-Qaeda and the Iranian Revolutionary Guards’ elite special forces unit, known as the Quds Force.101 The Quds Force, which the United States has designated as a supporter of international terrorism since 2007,102 is a shadowy and highly specialized unit that has existed in an official capacity since 1990, although there is evidence that it may have been conducting covert operations as far back as the early 1980s.103 Intriguingly, the name Quds is the Arabic word for Jerusalem, which is highly suggestive of the group’s ultimate goal.104 The Quds Force reports directly and solely to Supreme Leader Ayatollah Khamenei, is headquartered in the former U.S. embassy in Tehran, and manages most of the Iranian Revolutionary Guards’ international operations around the globe.105
According to the Kronos report, there is substantial evidence that the Quds Force has provided support for not only Shiite terrorist groups, but Sunni groups as well, including al-Qaeda.106 The report claims that Iranians arrested in Iraq in 2006 were carrying materials indicating that the Quds Force had provided support for al-Qaeda affiliates in Iraq.107 The capture of a senior Taliban official in Afghanistan in January 2011, a man who had connections with the Quds Force, revealed “a Q[u]ds Force-supported Taliban and al Qaeda network . . . operating in the remote western [Afghan] province of Farah.”108 Further evidence in the form of leaked classified intelligence documents “also point to Iranian relationships with militants under the command of a well-known al-Qa’ida-affiliated jihadi in Afghanistan,” Gulbuddin Hekmatyar.109 Hekmatyar is an Afghani warlord and Sunni Muslim with strong ties to al-Qaeda.110 These leaked documents describe how the Revolutionary Guards transferred $212,000 to Hekmatyar’s Sunni terrorist group, Hezb-e Islami Gulbuddin (HIG).111
